Skylands Neighborhood Association Purpose

The Skylands Neighborhood Association (SNA) is the community organization for the Skylands neighborhood. SNA was originally formed in 1992 as a Clackamas County Community Planning Organization (CPO) representing the interests of the Skylands neighborhood. In 2009, SNA was officially recognized as a City of Lake Oswego Neighborhood Association (NA). 


The boundaries of SNA (see map below) includes property, some of which is within the City of Lake Oswego and most of which is located in unincorporated Clackamas County. The area of SNA is approximately 125.85 acres with 22 homes within the Lake Oswego city limits and 82 homes in unincorporated Clackamas County. There are five Skylands subdivisions that include occupied homes, plus a few neighbors whose homes are located outside of the subdivisions. The subdivisions are:

  • Skylands of Oswego - recorded 1950
  • Skylands of Oswego II - recorded 1962
  • Skylands of Oswego III - recorded 1968
  • Skyland Heights - recorded 1998
  • Skylands Point View Estates - recorded 2008


SNA's primary purpose is to facilitate communication both within the Skylands community and between the Skylands community and local governmental agencies consistent with Oregon's statewide planning Goal #1: Citizen Involvement. As an officially recognized CPO and NA, SNA Board is empowered to speak on behalf of the Skylands' community with respect to matters concerning community development, land-use and community issues to be enacted by the City of Lake Oswego and Clackamas County. The SNA Board can serve as a sounding board for neighborhood concerns or facilitate discussions among neighbors concerning topics of interest. SNA has no authority to intervene in matters involving individual property owners or to enforce any CC&Rs. The CC&Rs of the three main Skylands subdivisions (know as Skylands I, II and III) may only be enforced by the individual property owners withing each subdivision who are subject to the CC&Rs.


SNA's annual membership meeting and election of officers is held once a year in the spring, usually in mid-May, in conjunction with the annual meeting of the Skylands Water Company. The Skylands' neighbors are notified in advance of the annual meeting in a manner prescribed by the Oregon Public Meetings Law.
